A Second Home for Affluent Chinese

WEALTHY buyers from mainland China, a rapidly expanding economy of 1.3 billion people, are increasingly turning to Manhattan for their luxury real estate purchases, brokers say.

In about two years, what was at first a trickle of inquiries has grown to a stream of freshly minted high-net-worth Chinese businesspeople hunting for condominiums for $500,000 to $10 million and up. The average purchase is a one-bedroom apartment for about $1.45 million, said Pamela Liebman, the chief executive of the Corcoran Group.

Most of these buyers are seeking apartments for personal use, either as pieds-à-terre or as housing for children studying in New York. The majority of the sales fall at the lower end of the luxury spectrum, but in one case a parent spent $20 million on an apartment for a daughter at college in Manhattan, Ms. Liebman said.

In general, Chinese buyers prefer condos to co-ops. “It’s a fair challenge getting them to understand the co-op system,” said Neil Palmer, the chief executive of Christie’s International Real Estate, which last month opened an office in Hong Kong, adjacent to its auction house.

Most new buyers are not interested in properties as trophies, he said. “They focus on yes, I might want it for my own occupation, but they always ask where the investment rationale is for buying the property,” Mr. Palmer said.

Prices in New York are a draw, especially when compared with those in other cities where wealthy Asians might otherwise have invested. Luxury properties here are about $1,500 per square foot, while a comparable London flat is more than twice that, $3,600 per square foot, according to the Knight Frank/Citi Private Bank 2010 Wealth Report. Comparable real estate in Hong Kong costs $2,000 per square foot; in Monaco, $4,300. Current exchange rates also work in favor of Chinese buyers. China’s rapid development means there is more money than ever to invest in the United States. And newly relaxed banking regulations in mainland China make it easier for investors to move money out of the country, Mr. Palmer said.

“Foreign exchange restrictions have not been entirely lifted but loosened,” he said. “There is more ability to move funds offshore effectively and perfectly legally.”

The new Chinese buyers tend to prefer sleek glass boxes, like the Time Warner Center, that remind them of the gleaming new cities from which many of them come. Shlomi Reuveni, a senior managing director of Brown Harris Stevens Select, markets two such properties to Chinese buyers: the Laureate on the Upper West Side, and 15 Union Square West. A new building, 57 Reade, at Broadway and Reade Street in Lower Manhattan, will be pitched to the same customers when it goes on the market this fall.

According to Mr. Reuveni, these buildings have the amenities that wealthy Chinese are looking for, like swimming pools, fitness centers, concierge services, parking, pet spas and music rooms, along with high design and high-end finishes. The Laureate also has a 421A tax abatement that keeps common charges reasonable and enhances the perceived value.

“They gravitate toward high-end quality,” Mr. Reuveni said, “and the collective attributes of the buildings, aesthetics, design and the commitment to quality, give an image of everlasting value.”

Cash is the coin of the realm. Brokers estimate that 50 percent to 75 percent of transactions by Chinese in New York do not involve mortgages. Culturally, Asians are loan-averse, thinking that coming to the table with less than the asking price will reflect negatively on them, said Wei Min Tan, a principal of Castle Avenue Partners.

Some brokers are working to change that. The Corcoran Group plans to host a conference for prospective buyers in New York at which it will introduce them to bankers and initiate them into the process of obtaining a mortgage in the United States. Corcoran is owned by Realogy, which has a network of 24,000 agents in China under various companies — including ERA, Century 21, Sotheby’s and Coldwell Banker — who can refer clients to Corcoran agents in New York.

To circumvent the language barrier, the companies interviewed for this article have staff members who are Chinese speakers. Mr. Tan of the Castle Avenue Group speaks Cantonese, Mandarin and the Hokkien dialect. Bond New York recently added a Chinese language page to its Web site.

Feng shui and other cultural preferences are a consideration. Michael Chen, the director of Asian market development for Bond New York, noted, for example, that Asian buyers do not want to live on the fourth floor (associated with death because in some dialects the word rhymes with death) and prefer the eighth floor (associated with luck and prosperity).

Beyond New York’s financial advantage, the appeal to Asian buyers includes a large Chinese-speaking community in Manhattan and in the outer boroughs, as well as a lack of suffocating pollution.

“The quality of life is better,” Mr. Tan said. “Work hours are better, and there is a better family and work/life balance.”

And for many newly wealthy buyers, Manhattan real estate also represents security.

“Socially, economically and politically,” said Mr. Reuveni of Brown Harris Stevens Select, “it is a safe haven that is a solid place to invest your money.”

鲁迅之所以伟大,因为他批评和解剖的不只是政府,而是国民的劣根性。鲁迅逝世已经七十多年,但国民性的改造依然任重道远。从这个意义上说,我同意韩寒的这段话,尤其是最后一句:“中国共产党到了今天,有了八千万党员,三亿的亲属关系,它已经不能简单的被认为是一个党派或者阶层了。所以共产党的缺点很多时候其实就是人民的缺点。我认为极其强大的一党制其实就等于是无党制,因为党组织庞大到了一定的程度,它就是人民本身,而人民就是体制本身,所以问题并不是要把共产党给怎么怎么样,共产党只是一个名称,体制只是一个名称。改变了人民,就是改变了一切。所以更要着眼改良。法治,教育,文化才是根基。”

我一直都不是特别粉韩寒,因为我觉得他只是用比较生动的语言和比较清楚的逻辑讲了一些很朴实的道理,我觉得把这三样结合在一起并不太难,所以对他的超高人气不是特别理解。这种感觉从十多年前读《三重门》时就一直在那里──很欣赏,但并不觉得这个人值得这么多人这么欣赏(相比来说,我觉得刘瑜就值得那么多人那么欣赏,所以在过去很多年里会反复不停地推荐她的文章)。韩寒最近的文章《谈革命,说民主,要自由》让我对他有了新的认识。韩寒比我大一岁多,过去这十多年我的思想是不断成熟和进步的,我想他也是一样,虽然我们的人生经历截然不同。我基本赞同韩寒的改良主义主张和在这篇文章中表达的观点,对某些部分击节赞赏。读完这篇文章,我第一次感到可以将韩寒引为同道。

According to recent reports in the Washington Post and the New York Times, the median net worth of the 535 members of the Congress (100 Senators and 435 Representatives) is about 900,000 US dollars. That translates to roughly 5.7 million Chinese yuan. An interesting question to ponder is what is the median net worth of China's political elites. The Central Committee of the Communist Party of China has approximately 350 members and alternates, and the Standing Committee of the National People's Congress has about 175 members. A lot of overlap between the two committees, but that's probably a good starting point.

Spent this year's Christmas Eve with a couple of economists (in the interest of full disclosure, one in academia and one in industry), some bankers, one biologist, one stylist -- and delightfully, no lawyers. A lawyer as I am, I still greatly relish, perhaps even more than before, hanging out with my fellow (in italics and in quotes) economists. Economics is a science (some would add pseudo-) and is after the truth; law is after the somewhat more elusive "justice." To me, truth remains the more intellectually appealing objective. And in all fairness to New York my love, this Christmas Eve in Hong Kong beats all three Eves I spent in New York, for the wonderful music, wine, company and hostess. Merry Christmas to everybody!

Listening to Rachmaninoff's Piano Concerto No. 2 (1901). This piece sounds peculiarly familiar and romantic to my ears. I guess the reason is that 20th century Chinese musicians, and artists in general, were so heavily influenced by Russian arts that Russian elements permeates the culture that I grew up being immersed in.

Listening to Brahms' Piano Concerto No. 2 in B-flat major, Op. 83 (1881). It seems to me the Star Wars theme music borrowed some elements from this masterpiece.

When I first went to the United States in 2005, I'd watch "NewsHour with Jim Lehrer" on PBS in the early evenings. At the end of the program there was a weekly "Honor Roll," in which the picture, name, rank, and hometown of US military personnel killed in Iraq and Afghanistan were displayed in silence. I'd try to remember those faces.

To my great surprise, I was nominated a "Best Actor in a Supporting Role" at the firm's annual retreat banquet...for my shoddy performance as an evil underwriter counsel who kidnapped the company's Chairman at the printer but was later annihilated by an Orrick-attorney-turned-Superman (yeah it was a superhero-genre mini movie).

午饭后去遮打花园走了走,很难想象在喧嚣、拥挤的中环还有这样一个静谧、自然的所在。空气是难得的干爽,微风习习,吹散笼罩在每个人周身的躁动和烦闷,路人的眼睛里露出少见的活气和神采。阳光时有时无,时强时弱,妙处恰在这明暗变化之中。在一池秋水边坐下,眼见竟幻化出碧水荡漾清猿啼的美景。四周一向呆板、压抑的大楼,也卸去冷峻的面具,换上温润的笑脸。远眺半山处,没有被楼群遮掩的那一黛青山,妩媚依然。

浙江卫视的《婚姻保卫战》比江苏卫视的《非诚勿扰》好看太多了(虽然我是江苏人)。1. 朱丹、戴军搭档比孟非单人主持形式上更活泼;从个体来讲,两位主持,尤其是戴军,非常机智、幽默,成熟中不失清新,相比之下,孟非显得很疲劳。2. 相比于1男选24女,我更喜欢1女选9男的形式,因为这样对女主角性格和人生经历的展示更全面、更丰富。3. 从我刚看过的这期来看,女主角都是三十出头、离过婚,有的带着孩子,这对她们个人固然是巨大的不幸,但她们有勇气走上台就非常值得赞赏,而且这样的故事往往蕴含着对人性极为深刻的解读,笑中含泪,泪中有笑。4. 男女嘉宾普遍比《非诚勿扰》中的嘉宾更真实、更有趣。5. 三位点评嘉宾也更真诚、更有智慧,每场最后的情景表演(心理测试),可谓画龙点睛。

For the first five years of my six-year sojourn in the US, I owned old TVs, but only had access to less than 10 free TV channels (PBS, NBC, ABC, CBS, CW, etc) via antennas. Now in HK, I bought a 1-year-old, 24'' LCD for HK$1000, and signed up a contract of HK$189/month for 80 TV channels (English, Mandarin and Cantonese) and internet. Life's good.

周五深夜去给参加“乐施毅行者”的同事们送粮食和干衣服,其时大雨滂沱,山色幽明之中,但见在Checkpoint 3小憩的千百勇士或立或坐,有的步履蹒跚,踽踽独行,有的谈笑风生,若无其事。恍然间,脑中竟充满七十七年前那场长征的镜头和画面。周一早上见到荣归的同事,得知他们用38小时走完这一百公里的山路。另,中国人民解放军驻港部队以12小时22分的成绩再次夺冠。

So the five of us (Team Orrick) covered sections 1&2 of the mountainous MacLehose Trail today: 24.9 kilometers in 7 hours (including a combined total of 1 hour break). Drank 2 liters of water and saw A LOT of beautiful scenery. This year's Oxfam Trailwalker (樂施毅行者) will start next Friday morning and cover the entire MacLehose Trail: 100 kilometers, or 62 miles. I will be on the support team and shepherd our people through the last part, sections 9&10 on Saturday night.

Several times in the past, I made a note to celebrate the 10000th day in my life, which I believe is Oct. 6, 2011. But my note was scattered somewhere, and I didn't record it in my new calendar purchased in August. So I had this day passing without realizing it. I incidentally looked at Mark Zuckerberg's Facebook page today, where he celebrated his 10000th day on Oct. 1, 2011. But he is one week older than me, and our 10000th days should also be seven days apart. I'm pretty confident about my calculation: (365*27)+6+(11+30+31+31+30+6)=10000 ( In case this is not obvious, +6 is adjustment for leap years; not counting 1984 because Februray of that year was before my birth). Who is right?

Chen Show Mao is a very interesting figure. I only knew that he was the managing partner of Davis Polk Beijing office, working on mega deals such as the IPO of the Agricultural Bank of China in 2010. What I did not know is that he recently became a prominent opposition politician in Singapore. I wonder how he balanced the two roles. Also, I suspect this is a precedent-setting career path for US-educated Chinese lawyers.

A haircut is among the top three things that lifts me up immediately and gives me a sustained invigorated feeling.

Someone turned the temperature of my refrigerator to "Coldest" and my cucumber was frozen into a greenish, cylindrical rock. After I defroze, cut and cooked it (with other things), I found that it has completely lost its taste as a cucumber. I ended up having to pick them all out of the dish. Where is that lifeless tepidity from?

今晚谭盾在林肯中心的露天音乐会“Martial Arts Trilogy” (卧虎藏龙、英雄、夜宴)很成功。可容纳上千人的Damrosc​h Park几乎座无虚席。

Walking up from 51st Street to Lincoln Center, breathing in the warm and mellow air of early evening, I sensed that the hard shell that have grown on me in the three years of law school was finally starting to melt away. I was once again able to feel the pulse of this city.

今天把三个月前开通新浪微博帐户时系统推荐的几十个关注对象都删了,只留了刘若英(一直喜欢、刚结婚)和李开复(校友、见过面)。有那么多的经典可以读,那么多精彩的新闻可以看,为什么要去听这些所谓名人的絮絮叨叨呢?就算你有几百万粉丝又如何,更何况我觉得动辄几百万粉丝恰是当下中国社会的一种病态。不过“关注”了三个月也算缘分,虽然啥都没看,啥也没说。抄了份名单(其中不少人本来都没有听说过),以后想起来还可以再去看。

One of my all-time favorite songs. 还记得去年窝在扬州去北京的火车上铺看了《征婚启事》(《透明》​是那个电影的插曲),看完心里堵得慌。今天知道奶茶终于结婚了,​感叹好人还是会有好报的,虽然来得晚了一点点。祝奶茶一生幸福。

I was running in the upper portion of the Central Park (somewhere between 105 and 110) when a young woman came to me and asked, "Do you know where is 103 St.?" "East or west?" "West." was the reply. "Oh," I said, "you are going in the opposite direction." She was in doubt, "Are you sure, cuz..." I said, "yeah because I come from the east..." As I continued down the path, ten seconds later, I realized I just made a statement that's true locally and globally, figuratively and literally.

基辛格:关注中国不断增长的重要性

  2009年,第一届全球智库峰会上,大家意识到世界经济危机已经动摇了全球金融体系的根基,给很多经济体带来挑战。两年后,在第二届全球智库峰会上,我们依旧发现:世界形势是非常严峻的,面临很多复杂挑战。

  我想谈一谈历史以及一些结构的问题。

   英法战争之后,英国占全球财富的1/3,英镑成为全球主要货币。但是两次世界战争的爆发,以及一些成本非常高的社会政策,改变了英国的经济地位。 1947年时,英国外相指出,美国的责任以及国家利益要求它,必须要为全球经济增长和繁荣创造一些新的条件。美国因此制定了马歇尔计划,并作出其他承诺。 接下来30年中,全球经济结构重心发生变化,美国越来越发挥重要作用,承担更多责任。

  这给我们启示:作为全球储备货币,也就意味着责任。责任之一就是确保经济政策稳健性。世界经济体系的过渡是一个很长的过程,从英镑到美元的转换用了很长时间。全球最大的债主也应该在全球经济的稳定方面发挥重要作用。

  全球经济危机的复苏是不平衡的。

  在美国,危机带来了一些不稳定因素,也有一些对未来经济发展方向的争论,对美国社会政府作用也有很多争论。美国以及它的伙伴也都面临着很多基本问题——如何进行改革,改革的成本是什么,谁应该来承担成本?找到合理的答案,是一个复杂过程。

   欧洲正在经历一系列债务危机。危机中,它们采取了包括紧缩的货币措施在内的一些财政措施。很多国家也承诺救市,把私有债务危机变成一个主权债务危机的挑 战是巨大的。债务危机的形成有很多因素,很多债主必须和其他各方合作来解决这个问题。同时,欧洲还面临经济问题和政治体系之间的关系问题。这些挑战,会影 响全球未来发展走向。

  中国在解决全球金融危机方面作出了很大贡献。在解决自己面临的金融困难时,中国也经历了在全球经济体系中地位的变革。中国的增长在2008年阻止了全球经济的下滑,如果没有中国经济的巨大刺激,以及美国、英国和欧洲的协调,整个世界可能会面临更加糟糕的经济衰退。

  中国对金融稳定的承诺,让市场保持稳定。中国继续购买美国政府债务以及其他一些债务,对全球金融体系的复苏至关重要。中国现在是世界上第二大经济体,国内生产总值可能在10-20年内名列第一,成为世界上最大的经济体。

   现在,中国的外国伙伴,都非常欣赏中国的观点以及对未来经济发展方向的考虑。它们越来越注意到中国不断增长的重要性。过去几年中,中国人民对国家的能力 越来越有信心。同时,在国际上也有讨论:如何使中国在未来能够防范一些经济下滑现象,包括如何来找到合适的政策减少中国对出口的依靠。


  美国、欧洲和中国所经历的这些变革实际上表明:没有一个地区是一成不变的。俄罗斯也不断地在现代化,日本也经历新一轮增长和创新,土耳其、印度也经历着增长和创新。

  所有这些都反映在20国集团已经成为一个主要的经济治理平台,它们可以在经济全球化背景下共同应对危机。对所有国家而言,无论从北极还是到南极,都需要各国来共同应对挑战。

  全球化非常重要,我们必须共同应对一系列危机,克服经济体系当中一些不确定性,以及由此带来的一些风险。

  人民网北京11月4日电 (记者严冰)今天上午11时,兰新铁路第二双线建设动员大会在新疆乌鲁木齐市新建兰新铁路第二双线二宫火车站站址隆重举行, 大会宣布兰新铁路第二双线开工建设。铁道部今天还透露,兰新铁路第二双线自兰州西站引出,经青海省西宁、甘肃省张掖、酒泉、嘉峪关、新疆维吾尔自治区哈 密、吐鲁番,引入乌鲁木齐站,线路横跨新疆、甘肃、青海三省区,全长1776公里,共设31个车站。其中甘肃境内795公里,青海境内268公里,新疆境 内713公里。线路为Ⅰ级双线,设计时速为200公里/小时,兰州至西宁段和哈密至乌鲁木齐段线下预留提速为250公里/小时。项目投资估算总额1435 亿元,建设工期5年。届时,北京至乌鲁木齐将由现在的40小时缩短为12小时左右,列车可实现夕发朝至。

  兰新铁路第二双线是《中长期 铁路网规划》的重点项目,建设这条铁路,将在新疆、甘肃、宁夏三省区之间形成一条新的大能力快速铁路运输通道,大幅提高兰新铁路的运输能力和服务质量,有 利于增进西部地区对内对外经济交流和人员往来,加快沿线工业化、城镇化进程,促进扶贫开发、新农村建设和民族地区的繁荣稳定;有利于优化国家煤炭开放布 局,加快新疆煤炭资源开发和外运,确保国家能源安全;有利于为三省区经济社会更好、更快、更大发展提供可靠的运力保障。

  新建兰新铁路 第二线是2009年西部大开发计划新开工18项重点工程之一,这条铁路建成后,将与既有的兰新铁路以及陇海、兰渝、包兰、太中银等铁路紧密衔接,形成辐射 范围更广、服务人口更多的西部铁路运输网络,深入推进西部大开发,进一步增强西北与华北、华东和西南地区的联系,对进一步提升亚欧大陆桥铁路通道的运输能 力和质量,扩大国际交流合作、构筑我国向西部开放新格局,更好促进西部经济社会发展,具有十分重要的意义。

  根据我国《综合交通网中长 期发展规划》,到2020年,新疆路网结构将从目前的单一点线状况,形成向东4条出疆通道(兰新线、哈临线、青新线、新藏线),向西4条出境通道(兰新线 西段、精伊霍铁路、中吉铁路、中巴铁路),区内4个环线(环塔里木盆地、准格尔盆地、天山北坡、吐鲁番盆地)的新疆铁路主要干线网。按照现有的铁路规划, 新疆新建铁路8700公里,到2015年将有可能达到12000公里,占到全国路网的1/10。

  目前,新疆铁路在建项目共计11项。 即:精伊霍铁路、乌西至精河增建二线、南疆铁路吐鲁番至库尔勒增建二线、南疆线库尔勒至野云沟增建二线、南疆线野云沟至轮台增建二线、奎屯至北屯铁路、乌 准铁路小黄山至五彩湾、乌准铁路五彩湾至将军庙段、喀什至和田铁路、兰新铁路嘉峪关至阿拉山口电气化改造工程、库车西至俄霍布拉克支线铁路。截至日 前,2009年新疆开工建设的铁路已达6条,新建铁路里程将达到6779公里。

  这些铁路工程建成后,将进一步完善新疆地区的铁路网结 构,提升路网质量,扩充运输能力,对于新疆加快完善基础设施网络,培育壮大特色优势产业,增强自我发展和可持续发展能力,打造我国向西开放的桥头堡和枢纽 站,对加快新疆边贸发展,扩大我国与中亚和欧洲的贸易往来,改善沿线地区投资环境并促进沿线地方经济的发展,增进地区民族团结,巩固国防,提高运输能力和 服务质量,降低运输成本,发挥第二条亚欧大陆桥通道的整体效应,提高我国资源的保障能力,将大大缩短西北地区与中东部和西南地区的时空距离,为旅客出行提 供快捷、便捷、舒适的条件。同时,也将大幅提高陆桥通道运输能力和运输质量,进一步巩固我国在国际陆路运输中的重要地位,加快南疆地区脱贫致富,促进我国 东西部地区优势互补,实现全面建设小康社会的目标,促进新疆经济社会又好又快发展具有极其重要的现实意义和深远的历史意义。

University of Chicago celebrates opening of Center in Beijing

BEIJING - The University of Chicago will celebrate the opening of its Center in Beijing on Sept. 14 and 15, with a series of academic panels and other events, including a forum in which five Nobel laureates - faculty and alumni of the University - will discuss the importance of international collaboration in their work.

More than 500 guests, including University faculty and alumni, and representatives of Chinese universities and agencies, are expected to attend the opening events.

In April the University announced the creation of the Center, which supports collaborations between scholars and students from China and Chicago, across academic disciplines.

The Center has already become a home for research and education for University of Chicago undergraduates, graduate students and faculty working in China, as well as Chinese students and researchers representing a wide array of institutions. It builds on the breadth and the depth of the University's historic engagement in China in many fields of study.

Located in the Haidian District of Beijing, amid many major universities and research institutions, the 23,000-square-foot Center contains conference and classroom spaces, offices for faculty and researchers, and rooms for social events and group study.

At the April announcement, University President Robert J. Zimmer said the Center in Beijing represents the University's long-term commitment to build relationships in China to foster research and education and to exchange and test ideas that will benefit scholars, students and society.

"The Center in Beijing will be an intellectual destination and a permanent base for University of Chicago scholarship in China," Zimmer said. "After more than a century of significant research collaborations between China and Chicago, the Center will provide a focus for building upon that legacy."

Collaboration will be a central theme of the Center's opening events, which kick off Sept. 14 with the Nobel Laureates forum. Participants from the University of Chicago will include Prof. Gary S. Becker, AM'53, PhD'55, who received the Nobel Prize in Economic Sciences in 1992; Prof. James Cronin, SM'53, PhD'55, who received the Nobel Prize in Physics in 1980; Prof. James Heckman, who received Nobel Prize in Economic Sciences in 2000; and Prof. Roger Myerson, who received the Nobel Prize in Economic Sciences in 2007. They will be joined by Prof. Chen Ning Yang of Tsinghua University, PhD'48, who received the Nobel Prize in Physics in 1957.

On Sept. 15, Zimmer will host a discussion with three presidents of Chinese universities: Gu Binglin, President of Tsinghua University; Ji Baocheng, President of Renmin University of China; and Zhou Qifeng, President of Peking University. That will be followed by a panel on economic development and the rule of law in China, including Becker, Heckman and Justin Yifu Lin, PhD'86, chief economist of the World Bank. Other panels will cover "Culture in a Globalizing Era" and "Science beyond borders: Chicago and China."

A ribbon-cutting ceremony at the Center will conclude the official events Wednesday, while the other conferences will continue at the Center on Wednesday evening and Thursday.

The Center promotes scholarship through three broad programs: business, economics and policy; science, medicine and public health; and culture, society and the arts. It will house the University's Civilization Abroad program for College students, and will offer an extensive language-training program. It will involve all the University's areas of study, including the professional schools.

During its first year alone, the Center will host more than a dozen academic conferences, covering topics such as global health, family and labor economics, high-energy physics, ink painting and Chinese opera.

"As China undergoes its remarkable transformation, there has never been a more important time for scholars from the U.S. to form fruitful partnerships with their counterparts in China and the region," said Dali Yang, the founding faculty director of the Center, a professor of political science at the University and an expert in the political economy of China. "The presence of the Chicago Center will allow us to promote a broad range of exchanges and collaborations above and beyond what we have been able to do so far."

Provost Thomas Rosenbaum appointed Yang to the three-year leadership post after Yang chaired a faculty committee that recommended creation of the center in 2008. University trustees approved the creation of the Center last year.

The Center in Beijing will be an ambitious step in building the University's international presence. In 2004, the University of Chicago opened its Center in Paris, which brings Chicago faculty overseas to teach University of Chicago curriculum across the disciplines, embracing the rigor and values of the University, while benefiting from the proximity of scholars working in Europe. The University of Chicago Booth School of Business has campuses in London and Singapore, where Chicago faculty teach in degree-granting programs. And the University's Oriental Institute has a headquarters in Luxor, Egypt known as "Chicago House."

An ad hoc faculty committee also has proposed that the University consider establishing a facility in India.

The Center in Beijing will capitalize on a strong body of work already under way. The faculty committee that recommended the Center catalogued dozens of ongoing research partnerships between Chicago scholars and their Chinese counterparts. Examples range from Dr. Janet Rowley's work on leukemia with leading Chinese hospitals to Prof. Paul Sereno's partnerships with Chinese paleontologists studying dinosaurs.

Chicago undergraduates currently have opportunities to study language and Asian civilization with University of Chicago faculty in Beijing, one of nine such Civilization Abroad programs that focus on the intellectual heritage of locations around the world. Graduate students in China do fieldwork in anthropology, history and a host of other studies across the region.

The Center in Beijing is a wholly owned foreign enterprise operating by the name of UCHICAGO () . Day-to-day operations are guided by the Center's executive director, Beth Bader, who previously managed Chicago Booth's Singapore campus. The Center in Beijing will not grant degrees.

NPR: A Curious Case Of Foreign Accent Syndrome

When Karen Butler went in for dental surgery, she left with more than numb gums: She also picked up a pronounced foreign accent. It wasn't a fluke, or a joke — she'd developed a rare condition called foreign accent syndrome that's usually caused by an injury to the part of the brain that controls speech.

Butler was born in Bloomington, Ill., and moved to Oregon when she was a baby. She's never traveled to Europe or lived in a foreign country — she's an American, she says, "born and bred."

But she doesn't sound like one anymore. Her accent is now a hodgepodge of English, Irish and perhaps a bit of other European accents.

The problem started about a year and a half ago, when she was put under anesthesia while the dentist removed several teeth.

"I just went to sleep and I woke up and my mouth was all sore and swollen, and I talked funny. And the dentist said, 'You'll talk normal when the swelling goes down,' " Butler says.

The swelling soon went away, but the foreign accent didn't. Neurologist Ted Lowenkopf, director of the Providence Stroke Center in Portland, diagnosed her with foreign accent syndrome, a rare neurological disorder.

"It's usually the result of a brain injury," Lowenkopf says, "which can come from stroke, head trauma or other diseases that can damage brain tissue, like multiple sclerosis."

There have been only about 100 known cases of the syndrome since it was first reported in the 1940s. The most famous case was a Norwegian woman who was hit by shrapnel in World War II; she developed a German accent and was ostracized as a result.

Other cases include a British woman from Devon who developed a Chinese accent following a migraine, and another British woman who had a stroke and now sounds French.

Lowenkopf says FAS affects only a small area of speech — just the pattern and intonation. Strokes and brain trauma usually cause major damage to the brain and leave people with far bigger speech problems than just a change in accent.

Butler may have suffered a small stroke while she was under anesthesia, but she won't know for sure unless she has a brain scan. (She says her insurance company won't pay for one.) Lowenkopf says comparing an old scan that Butler received years ago to a new one could shed some light on what happened.

In the meantime, it's possible that Butler could get her American accent back through intensive speech therapy. But unlike other people with FAS who have become depressed by their change in accent, Butler quite likes her new one. She says it has made her more outgoing and is a good conversation starter.

为提升财金学子的国际化水平和打造未来国际化领袖,在院有关领导的支持和鼓励下,财政金融学院学生于2011年4月参加在纽约举办的全美模拟联合国 会议(National Model United Nations Conference)。这是我院连续第5次组成代表队参与此项活动,并取得了长足收获。在推进财金学子国际化的过程中,全美模联项目发挥着深远的作用。

基于培养大学生双语精英和国际化一流人才的目标以及教育与国际接轨的战略,我院自2006年开始从本院选派学生参加全美模拟联合国活动。今年,经过 严格的挑选,我院的尹江熙、蒋偲一、李丹琪、莫梦妃、高冉、胡伯韬、张睿、朱越腾、何思奇、李韵涵、刘悄然、郑彬红十二名同学赴美参加于美国东部时间 2011年4月17日至4月21日在纽约举办的全美模拟联合国活动,其中,我院学子代表了中东国家巴林 (Bahrain) 参加了General Assembly 1st Committee(联合国大会第一委员会、General Assembly 2nd Committee(联合国大会第二委员会)、General Assembly 3rd Committee(联合国大会第三委员会)、Human Rights Council(人权理事会)、World Intellectual Property Organization(世界知识产权组织)、Nuclear Non-Proliferation Treaty Review Conference(核不扩散条约审议大会)、Economic and Social Commission for Western Asia(西亚经济社会委员会)七个委员会的模拟和讨论。虽然并不像美国本土代表队那样拥有语言优势,但我院学子通过会前的细致准备以及活动中积极参与和 团结协作取得了巨大的进步和成果,从中体现出了我校优秀学生的优良素质和在思考、表达、交流方面的综合能力。

全美模拟联合国会议,前身是模拟国联,于1947年成立,由联合国下属NGO组织全国大学会议联盟 ( National Collegiate Conference Association,简称NCCA)主办,会议地点设在纽约,每年一届,有来自 美国、中国、德国、法国、意大利、荷兰、瑞典、日本、韩国等地的一百多支代表队参加。它是当今世界大学级别中规模最大的模拟联合国活动,经过发展,与哈佛 大学模拟联合国、奥地利模拟联合国共同组成世界上最权威的三项模拟联合国活动。此项活动致力于推进学生对联合国运作的了解和认识,促进各国学生相互交流及 换位思考,培养参赛同学的沟通力和领导力。参赛代表不仅可以提高自我,更可以结识各国朋友,在相互学习中得到成长,更加适应全球化的世界。
